I have rarely thrown a little manure on the plants and I water infrequently in our Zone 9 climate area on the coast of N. Calif. The bed is mostly shady. This is such a great plant that I am looking for another primrose that has a similar habit.
Following is a germination method for this pretty strain of seed which is very worthwhile growing out:

2) Sow seed 3 months before your last spring frost date at 60-65*F (warmer temps may inhibit germination). Germination usually occurs within 10 - 30 days.
3) If germination does not occur after 30 days as in #2, move pot to refrigerator for 4-6 weeks. As soon as seedlings appear (or after 6 weeks have passed in the frig), move pot outdoors, watering as needed by placing pot in water just long enough to wet it from the bottom, but absolutely no longer (the baggy should come off when the pot goes outdoors). A tiny amount of peat dusted about the surface will inhibit damping-off fungus & anchor new roots. Be patient.
