I have one younger one in the ground and one in a container. It is MUCH better-looking in a container b/c of the "Waterfall" flowing growth habit. I'm in Zone 7b.
The correct name of this plant is 'Sumida no hanabi', and I would say it is actually a macrophylla judging from the plant habit and characteristics.
