I promise to add another photo in a few years when it has had a chance to mature a bit as it is only 3 years old now. The leaves are rounded and pleasant to touch (unlike some itchy, scratchy weeping trees).
They do bloom! I've uploaded some pictures of a small tree with fruits! If there's a fruit, then it means that it used to be a flower before.
