Needs little care and little water. Perfect for Texas. The needles are soft and gorgeous blue green with brighter green tips in the spring. It's the perfect ground cover.
After the deep freeze, I replaced my lost shrubs with junipers of all types because they are indestructible and always look great. Some of my favorites: Grey Owl Juniper, (bluish grey with graceful weeping branches that can be trimmed to stay below 2 feet or so and Pacific Blue Shore ground cover. Some junipers are finicky about overhead irrigation. No problem with Pacific Blue Shore or Grey Owl.
Also Blue Shore junipers (not Pacific Blue Shore) grow to about 3 feet tall. In part-shade, Blue Shore stays a beautiful forest/blue green. In the sun, they fade out.
Green mound junipers look fantastic all year round and great for a Japanese garden look. Mine is now 6 years old and never a problem, just trim them periodically to keep them in their place. They like well draining or sandy soils with drip irrigation. I have a small green mound (quart size) growing in a hanging planter in part-shade for several years now and rarely every water it. It stays small like a bonsai.
