It will flower, and shows zero dwarfing-effect like other succulent species sometimes show here. If you are going to clip or prune it, make sure you have water at hand to immediately wash away the bleeding milky latex sap to prevent permanent unsightly staining on the plant itself, and whatever the latex falls on, since the exposed latex very quickly drys in the air. Same goes for pruning Australian Pencil Tree. The latex is also said to be carcinogenic, so try not to get on skin, and wash off when it does get on you.
Got this plant since it looked 'weird' and I like weird looking plants.. .but it has turned out to be a lot better landscaping plant than...Read More I had hoped... seen some larger shrubs at one of the botanical gardens (San Diego) and it was a mess... but that is when grown in full sun... in partial shade, this plant is much more open, and develops deep red to rust-colored growing tips in summer that are quite ornamental. Plant is easy to grow from cuttings and is flexible and has no spines. It is a sap-producer, but thanks to its shark-like skin and flexibility, it takes a lot to damage the surface and get it to ooze... so a pretty safe landscape plant all around. So far not a hint of damage to cold, though it has not really been tested (only had a cold about 29F so far).
