Because it is low growing, it makes a great "filler" between taller growing plants. It has a unique color (slivery/gray) and texture (I can see where they call it seafoam) to its foliage so it also adds very nice interest to the garden.

Languished in Texas heat and humidity for 3 years before I euthanized it. There are better Artemisias. Never tried the straight species here though.
