It's possible that there is too much shade, but these are supposed to be very shade tolerant and still fruit under those conditions.
This year I'll try adding a few plants of a different variety of alpine strawberry and see if that does the trick.

I bought this plant from Oikos Tree Crops a few years ago and it has done quite well as an undergrowth groundcover under some of my shrub...Read Mores. It is a very vigorous grower and sends out lots of runners, so keep that in mind when you plant it. It will eventually crowd out smaller plants in the same bed if it isn't kept under control. The berries are intensely flavored and larger than the typical alpine strawberry. The plant is also a bit taller and wider than the other half-dozen alpine strawberry cultivars that I'm growing.

"Strawberry with Large Fruit
'Intensity' is the best selection we have found in searching for a larger wild berry, noted for its intense, rich and full fruit flavor. Intensity has an extended ripening over a 2-week period. With excellent tolerance to shade, the leaves produce a deep green color and fruit in light shade. This strawberry is taller growing reaching 12” in height in good soils. We have had excellent success with producing berries from it every year for over 15 years. Good runner production creates a thick strawberry bed and crowns that produce well after 5 years. Southern Michigan genotype."
