I have a gazillion of these flower flies in all my asteraceae. The yellow/black coloring, reminiscent of wasps, is a defense mechanism.

This looks exactly like what we call a "hover fly" because they hover and zip around the small flowers that they love. Their larvae eat aphids etc. Slightly smaller than a bee and sometimes mistaken for them.
