We are in upstate SC, and had these built a hive in the eave of our house next to the back door. We lived in harmony for most of the summer before I decided they needed to go. Luckily we were successful in spraying them, opening the siding and removing the hive.
I took pics and our local Ag Extension Agent ID'd them as yellow jackets that usually build in the ground but have been known to build above ground as these had done. They can be very aggressive.

Bugguides.com quotes this as one of the most common species East of the Great Plains. Unlike Bald Face Hornet, they nest underground. Common Yellow Jacket is the only other common species that nest underground. Internet reports seem conflicted on which species is the most common, Common Yellow Jacket, Eastern Yellow Jacket, and German Yellow Jacket. So I'm guessing they are in equal numbers for now. They nest in old rodent tunnels and nests, rotten wood piles or stumps. They never nest exposure to the elements.
