I have a bromlaid that have two shoots coming off it. Can these be rooted to start a new plant?

Let them grow a bit before you separate them- they are still receiving nourishment from the mother. They need to be nearly half as big as the mother before they will do well on their own.
When you do cut them apart be sure that each pup has adequate roots to support itself. If not they'll need to be propped up not too deeply in a very well draining medium until good roots are established.
If you wait long enough the mother will die all on its own and you won't even have to cut them apart.
