white spots, with some webbing and the black wasps & flies are eating in those
areas......what can i spray on it?

Make a mixture of 4 ounces mild shampoo to a gallon water (1 oz per quart / liter) and spray it on the bugs.

Sooty Mold from aphids are a big problem with B. Multiplex. If you want to contain the problem and are not afraid of chemicals, then the Bayer systemic tree insecticide would be a good choice to use on your bamboo and it is supposed to last 1 yr. I had Sooty Mold pretty bad on my AK last year but after using the Bayer product, it has been greatly reduced this year.
