Drying Grass Blooms

I would like to do this so I can make vase arrangements with them. I have many different kinds of ornamental grasses with different colored blooms.

Is there a way to dry them so they don't poof their seed heads and lose their original shape and color?

Also, here in zone 8b, when should I cut them back, before first frost or after last frost?
