Sounds like it's not warm enough as the dryer isn't on all the time and sporadic warming will do them more harm than good. For now bring them to a consistently warm place. They don't need light at this time to sprout but peppers do need warmth and moisture to sprout.

Fool --- Same problem here! My Bells do not like JG but my Other peppers don't seem to mind at all? However next season(June) I'll use MG only for peppers. The tomatos love JG?
