Yes. I've never seen it before.
I think that's just salts and minerals in the water leaching through the terra cotta. It happens to my pots all the time. Just wipe it off with a wet cloth.
PanamonCreel makes a good point below, a wet cloth will only work if the deposits are recent; once they've set in it'll take some scrubbing to get them off. Either way, the deposits won't hur the plant at all.
