Several Knockout Roses I planted last fall have this strange contorted new growth. No sign of aphids or any pests. Anyone have an idea what could cause this? Thanks for any help!

Knockout Rose with strange new growth
I had the same a few years ago on several roses and believed it was from weed spraying that caused it even though I thought I didnt get any spray on them.
It might be rose rosette virus. This disease is caused by mites, and there is no treatment available. The virus gets worse from year to year, and the plant eventually dies. I can’t tell definitively if that’s what affecting your plant, so google info and images of rose rosette virus to compare what you see on your plant.
On 2nd viewing since no other plants surrounding your rose has any signs of weed killer overspray I'll second that opinion of rose rosette disease.
