A cultivar of the soft rush Juncus effusus, I think. Maybe J.e. 'Unicorn' or 'Big Twister'.

Since mine isn't really as curly as those, maybe it's just Juncus effuses?
That's quite possible. If you observe it over a growing season it might be easier to tell. Or not ... since growing conditions can vary so much. There are several cultivars of J. effusus now. It's an interesting grass. I hope it does well for you.
