What is this and why is it dying?

Hello. I am a beginner gardener, just getting to know the plants in my back yard. I love this bamboo or grass-looking plant, and thanks to all the helpful pictures on this forum I think it's Mexican Weeping Bamboo. It's really beautiful, or it was 6 months ago. Now it seems very unhappy and I don't know why.

The picture shows about 10' of its 20' total height. It's on a slope in clay soil and it looks very well established. I'm worried because all of it's leaves seem to be dying. They're half-brown at the base, half yellow-green towards the tips. Is it supposed to do that in the winter? What does it need in order to come back to its beautiful green self?

I would say you are right about it being a weeping mexican bamboo. They are so beautiful.
