Springcolor, you may be having a hard time with Citronelle because of the amount of rainfall you receive out there. The database indicates that it is drought tolerant, and suitable for xeriscaping (and I do find mine never complains about heat/drought as some of my other plants do).

My Citronelles are maintenance free no matter what the weather. And evergreen year round. Not enough good things to say about it. It is very eye-catching in the shade. Plant blue hostas with it. When the hostas disappear in the fall you still have a nice landscape.
