What is the best season to devide a running bamboo?

I given a Golden Goddess (or so I was told) bamboo. It is in a 15 gal nursery pot and severely root bound. One source told me that I could cut the root ball in segments vertically, with each segment containing a few stalks. When should I perform this task?.

Daves_not_here, 'Golden Goddess' is a cultivar of Bambusa multiplex and hence a clumping bamboo. In case it makes a difference :-).

It must not be Golden goddess then. Because it is definitely a runner. When I have a chance, I'll take a couple pictures to post for an ID. Thanks for the Info.
