The female is not as readily seen as the male. When you see the female, she is usually in flight close to the surface of the water, dipping her tail in the water and laying eggs.

This is a female Neon Skimmer, recently identified at the website for TAMU Stephenville //stephenville.tamu.edu/~fmitchel/dragonfly/Libellulidae/. Probably recently emerged, due to light colors.
