Worm found inside curled new leaves of apple tree. ID?

Johnstown, OH(Zone 6a)

Today, May 10, we noticed leaf damage on our Golden Delicious apple tree and found a small whitish worm inside the curled new leaves. We inspected other new growth and found more whitish worms and some worms that were very light green.

We are in central Ohio, zone 5.

What is this pest and how do we eradicate it?

Any kind of caterpillar can be controlled using Bt, Bacillus Thuringiensis

Looks a bit like the apple leaf rolling midge we get here in NZ
