I have several lemons & limes growing from seed. They are now forming true leaves, but the stalks remain thin. Should I/can I pinch them back to encourage thicker growth?

Pinching won't make the stems thicken. If they are just getting their first true leaves, pinching may kill them since you would be removing their only way of producing food. If the seedlings are indoors, gradually acclimate them to sunlight and put them outside where they willget more sunlight.
You can also use a small fan on them a few hours a day. the movement of the seedlings will cause their stems to thicken a bit.
FYI: pinching them back increased the root balls and toughened the trunks.
