So when does everyone in GA and the southeast generally start their seeds for winter sowing.....like flowers and things they want to get a jump on? Did I wait too long or is it still too early? I never know where I am going or which way is up, let alone when to start my seeds. Seems like I did it around this time last year and it was a bit too early cause we got a freeze at the end of March that killed a lot.

When???
I don't have enough experience with your area, but perhaps the Georgia gardening forum posters will have some good experience to share:

Or I know the Wintersowing forum is in discussion about the time line to start sowing:

Don't know if I can be of much help here, ga-peach, but here's my experience: I've already started both my Veggies and flowers for this year (cool weather veggies), plus Agapanthus, Impatiens, Xanthesoma, Alocasia, Datura, Salvia, Musa, Helichonia, Hedychium, Vigna caralla, Cassia, ---now Senna---but sure to change back, etc. in the GH. If my timing is right (?), I should be able to start transitioning them outside about this time next month. But it's always a guessing game when you try to fool Mother Nature... I may have to pull all of them back in again if we get a frosty March night or two. Hate that thought, but it's happened more than once! Plant your spring stuff now.
