Can you use Palms in a cottage garden? I would say yes.

I have seen it on hgtv, they had bananas and a lot of windmill palms, like in a grove, it made a shady spot and wind block and there were other things behind it too, it was very dense but in front was all kinds of garden rooms in a cottage style. I tivoed it and kept it.
