The Church up the road stopped cleaning their glass. If birds are dying and people are getting hurt at your Church, perhaps someone would be in a position to broach the issue? The Chapel won't be any less of a Chapel with dusty windows.

They could always ask GOD to step in ?

God didn't invent windows per se. Man did.
