Fearsome mealybug (?)

I plucked this fellow off my Buddhas Hand (Citron) this morning. I've only seen a few of these on it and I think it came with the plant when I moved it from Florida to Missouri. They are rather colorful and dare I say ugly (even though they're only about 5mm long).

I use that stuff regularly too, but not on edibles. (I'm assuming it's the systemic Merit, a.k.a. imidicloprid.)
Citrus medica makes (supposedly) a great candied fruit but we've never figured how to get it right.

After doing a little surfing, it appears that this is a Cottony cushion scale. Apparently they only exist in Missouri. (LOL)
