Nope, that's not typical except on small seedlings. We've been down to +1°F so far this winter and several Oak seedlings still retain leaves almost identical in color to yours. Some Oaks from Southern provenances(of widespread Eastern US species) will hold onto similar foliage late into the fall and maybe early winter(December), but not usually this late.
