Clean slate. What would you do?

Abilene, TX(Zone 7b)

I live in hot, dry, and windy Texas. We bought this house a yr ago and its time to do the front yard. We just painted the house a cream with a touch of green with olive green trim and accent rust red. I am going to make a border using the large rocks you see in the pic. I would like the borders to be mixed. I have a very little budget to do this. Most of the plants I will start from seed or cuttings. Oh the front of the house faces east. It gets fun morning sun and late afternoon shade. I didnt know if I had to stick to red flowers because of the red accent color. All you guys seem to be experts so any ideas from you would be great.
