It reminds me of what happened once to my sweetie (who, alas, is an engineer...) -- he works at a plant down here, and there was a pending problem because of which an entire unit was going to blow. He analyzed it quickly, and KNEW all he had to do to avert things was flip a switch. NO! THEY HAD TO GET ALL THE MANAGERS TOGETHER TO HAVE A MEETING TO CONSIDER HIS PROPOSED ACTION!!! Well, guess what happened. All because the guy who made the right decision was not allowed to carry it out. It's even worse in gov.
