8b Pacific Northwest is a lot different from 8b southeast. You should have a good apple growing climate in Washington state. Like Core stated, you will will need to use a fungicide like Captan. Most nurseries sell a combination home orchard spray which contains both a fungicide and an insecticide. Works pretty well when applied according to the directions. Since Washington state is a major apple producer, you will have most of the insects and diseases that plague apples.
