Can I transplant my lilies in July in the southeast?

Very carefully. Be sure you take enough soil to not disturb the roots too much and don't cut the stem. The lilies need the stem to generate new energy for next year's blooms. You should really wait until after your first hard frost, but if you have to....dig really deep. Bulbs have a tendency to move from where you think they are.
