I have collected some seed from my Prince's Plume (Stanleya pinnata), but don't have a clue as to germinating this Xeric native from seed. Anyone have experience with this plant, or other Xeric plants? Stratify? Sow on pumice?..???

Nope.
I would suggest try germinating it in different ways: direct sow outside, inside, different soils, stratify, don't stratify, etc. Think of it as a science experiment ....
