Hi. Is this a boston fern? And what are those runner looking things? Can I use them to propagate this plant?

Looks like one to me! Yes you can use the runners to propagate the plant, just let them attached to the mother plant, she will provide all the stuff needed until the small plants are fully independent. Just put the runner extremity into the pot you want them to grow and follow the action, I must admit I do not know how much time it takes but it sure is a great experience to try!
