Anyone know what is t he simplest way to propagate?
I know by seed, but would rather take cuttings if you
think it is do-able.
I looked in the plant database and nothing is mentioned.

It's your lucky day. If I know nothing else....I know about rooting these things. IMO, ruellias are the easiest plants to root from cuttings.
When I trim back mine, I take the clippings, stick a bunch in a pot of soil and water every day for the first couple weeks. They will look like depressed and droopy, but they will take root and grow.
My former neighbor used to take my leftover clippings from my yard waste bin, after they had been there for a couple days, and he would stick them in the ground and they would grow.

These seeds are easy. But just surface sow them. For some reason the do not like to be covered. Hope this help!
Cuttings are kinda easy too. Get a good piece from the root area or thick piece of stalk.
