I have alot of seeds which indicate sow after last frost...Now, here comes my crazy question---How do we know when the last frost is???
The other 2 part question is -My soil is top frozen still workable ground is it to late when it's like that...If so should I just sow them inside in Feb-
Majority are lupins, & hollyhocks -I'am in zone 4-5

Last frost sowing...
I think it means to sow them in the spring after danger of last frost. In my zone, that is usually around the first of May. For lupins and hollyhocks, I like to start them inside about six weeks or more before that last frost. Maybe a search for 'last frost date in Quebec' would get you that average last frost date.
