I am wanting to know if the fuschia plant can take the summer heat in central Florida? Also what is the best way to start more plants?

I don't know about florida's heat, but kept in the shade I would expect most of them to survive.
Start more by taking a soft wood cutting. Remove any flowers. Remove the bottom two sets of leaves. Dip in rootone and put in a moist media (I use sand, potting soil or vermiculite.) I use a 4" pot and slip a newspaper semi-clear plastic sleeve over the top to create a terrarium like effect and let it cook in the shade for 4-6 weeks.
