Can anyone tell me, Are Oleander seeds the fuzzy little things in the pods that hang down after flowering? If so, What is the best way to grow them? Thank You.
Oleander Seeds ???
You can find your answer in this thread: :-)

The mature seedpods resemble a pea pod. Usually brown in color approx 3" long. When they dry out, they split open and the seeds are carried by the wind much like a dandelion (puffballs). There are hundreds of seeds in each pod. Crack one open and sit in a hot sunny location. If they do not swell up and blow away, then they are not mature enough. Try division for propogation, its much faster and easier.
Note: All parts of the Oleander is poisonous. Roots, stems, leaves and smoke if it is burning.
