what does semi ripe mean concerning propagation

Brundidge, AL(Zone 8b)

when it says semi ripe wood cutting when you are going to start a bottle brush, what does this mean ? i have looked in thegarden terms, here at daves and had no luck.

In the spring the new shoots are soft with no woodyness to them but by early to midsummer they start becoming woody, this is when they are semi ripe.
