Here's a snapshop of several sprouts off the roots of a rather youthful White Spire Birch tree. Any ideas on whether or not I can somehow splice these and start another tree?

White Spire Birch Tree Propagation?
I would go ahead and slice them off, sit them in a cup of water and see if they develop roots. I get many colunteer briches in the spring, you will too most likely when your tree matures.
Id put some soil around them ,see if they form their own roots....
