Frost bitten new hydrangeas.. I need advice.!

I planted my new 12" high hydrangeas the end of April, and a few days later we had an unexpected frost. The tops of the bushes all got frost bite, and then withered. I've noticed over the past week, leaves sprouting from the very bottom of the plants. This is my first experience with growing them, (and not too successful as you can see).
My question is, do I leave the withered part on the top alone, or do I prune back, and if so, how far?

Dorise it's happened to me too but hydrangeas are plucky little devils and they will do just fine. I would just take off the blackened leaves if the stems are still healthy or cut back the stems to healthy tissue. Mine were not too bad this time around but I did cut the stems way back after a really bad early frost. Whatever you do, the plant will regenerate and grow very well.
