No, it has a roaring case of spider mites.
I think if you get a hand lens or loupe you will see them.
You will need to get a proper miticide (like BioAdvanced). Don’t bother with neem.
Spray every 4 days for a total of four treatments.
Also, I believe that is not a Philodendron, but an Alocasia.
