Does anyone know what kind bush this is and is it dying?

You should take some more pictures closer to the foliage to aid others that may be observing your question.

I think this is clearly a Juniper, probably a selection of Chinese Juniper (Juniperus chinensis, one like 'Pfitzeriana'. These ornamental shrubs can be bothered by a variety of insects and diseases, and I'm long past my memory of having to deal with this as a landscape manager.

You could look around online, and you'd do worse than searching under Rutgers or University of Connecticut agricultural//horticultural extension research bulletins for good quality information for your gardening area. Here's on from Maryland:

You could also prune off a branch where almost all the foliage is brown/dead, and take it to your county Cooperative Extension Service for a plant pathology diagnosis. This is something your taxes already pay for, and you will find additional wealth of knowledge and good people there.
