This is a big round bush in yard certain branches have fungus looking stuff on branches also parts of bush are turning brown, is it dying or can I use something in soil to bring it back?

Aha - quest has TWO posts about the beastly Juniper!
My opinions and recommendations in reply to your other post stand. That looks like a tip blight malady on your Juniper. Your second picture shows a little bit of lichen growing on the surface of a twig, and that is nothing at all to worry about. It MAY be an indication of how moist your growing conditions are, and that moisture can favor the infections by the tip blight pathogens.
