Does anyone happen to know what plant this is?

I think it is safe to say it a fasciated or crested plant which is a random genetic mutation. I am just not sure if it is a succulent or a cactus. The leaves look succulent, maybe a crassula but are those glochids in the flattened areas that look like white spots? Glochids are on cactus not succulents unless the succulent is a cactus. For cacti are succulents, but not all succulents are cacti. LOL

So if those are glochids it is a cactus. But then what cactus has leaves? I even thought it may be an euphorbia cristata. Or maybe a cristated Austrocylindropuntia since they can have leaves but I could not find an Austrocylindropuntia that had the larger leaves.

I am of the age that when I think too hard, my mind explodes. But I am going to dwell on this 1 for awhile.

I assume that plant you show is very $$$$ and older. Did you see it at a show?

I don’t know what happened to my previous response, but it is a fasciated, or crested mutation of a Euphorbia, probably E. lactea. So a succulent, but not a cacti.
This one is not rare.

I now realize you posted the same question in two forums (poor form, old chap), and I responded to both.

Look at the Bloom of the Day, todays.

It is another fasciated plant but in this one the blooms are crested. Interesting in that in this plant the cresting is carried in the seeds so they are dependably fasciated.

I have read that cactus that are fasciated might never bloom or if they do the blooms are not as plentiful as on normal growth.

This is the coolest crested cactus I have seen.
