Self Sowing and Mulch

I've read that perennials like echinacea and black eyed Susan readily self sow. Will the mulch in the bedding inhibit the seeds from germinating?

Yes. One function of mulch is to inhibit seed sprouting. Try clearing and shallow cultivating circles in flower beds. Then cut seed heads with at least 6" of stem attached. Stick several stems in the center of each circle and let seeds fall naturally. Look for seedlings in spring. Hybrid varieties won't produce true to parent though.
