What is it?

Here is a plant I really like. When it goes to seed, it looks like it could be a Scabiosa - the seed head looks pretty attractive. Unlike scabiosa, the flower and the seed head have a spherical shape. I've tried looking for a scabiosa that looks like that, and I'm not finding anything similar. The picture is of a mature plant. I'd really like to know what this is.
