Can anyone please help me ID this stunning plant combination? Mainly this beautiful minty green groundcover? Thank you!

For reference, this garden is in Austin, Texas.

The tall plant is definitely an Opuntia. The groundcover could possibly be a prostrate juniper. Can you get a closer photo?
