Mr Lincoln roses are so small

Im totally a novice with roses but I planted him last year and he went crazy with fragrant big beautiful blooms. However I think he got canker so i cut him pretty low. Shortly after the pruning roses were blooming but the blooms are small and a few of
them don’t even smell... please help. ty
