They must be gorgeous when in bloom.
It is hard to see what is wrong so far away. Looks like dead areas. Could you take some clear close ups of damaged leaves front and back and some close ups of damaged areas on tree.

Well, I really can't tell much except you have dead wood there. I really can't see if you have insect damage or not or a nutritional deficiency or even a disease.
It looks like in your first photo that you have yellow leaves. Let me tell you what little I know about about Tecoma stans. It is a desert plant so it does not want much water especially in winter when its growth is slowed. You are just coming out of winter, have you been watering it?
It also does not like a lot of fertilizer esp. high nitrogen fertilizer.
You might want to cut it back to good wood now for that will promote spring growth. Look for insects. Make sure it never stands in water for that will cause root rot.
If you can get better photos it might help. Photos of where the good meets the bad.
I am sorry I cannot be more of a help. Perhaps someone else will come by with some helpful info.
