So whatever this is, has started in one area, and is migrating, seemingly. Can someone please tell me what this is and how I can fix it before it attacks my healthy ones? Thank y'all! Sorry if my pics don't show up correctly; I'm using my cell for lack of PC.

Zinnia trouble! What\'s happening?!
By the way, the leaves are kinda slimy, if that info helps at all.
Please don't take this as rudeness, but what is that "dirt" they are planted in. It looks like cement or white sand - or generally put, like death, to be honest. It looks like it lack any organic matter whatsoever.
Could that be the problem?
